To operationalize digital transformation with a digital society as one of its main pillars, a reference is needed to identify the current state of the digital society in Indonesia. One such reference is the Indonesia Digital Society Index (IDSI). Based on the G20 Toolkit for Measuring Digital Skills and Digital Literacy developed during the G20 presidency in 2022, the IDSI is designed to measure the condition of the digital society in 514 regencies and cities across Indonesia. The results of this measurement are expected to serve as a reference for formulating comprehensive and well-targeted digital human resource development policies and programs. The IDSI measurement, conducted regularly since 2022, plays an important role in monitoring the development of society’s digital competencies year to year. From 2022 to 2024, the IDSI consisted of four main pillars: Infrastructure and Ecosystem, Digital Skills, Empowerment, and Jobs. In 2025, the Digital Skills pillar was adjusted and renamed the Digital Literacy pillar. This adjustment is based on the understanding that digital skills are inseparable from the broader concept of digital literacy. Thus, from 2025 onward, the pillars of IDSI consist of Infrastructure and Ecosystem, Digital Literacy, Empowerment, and Jobs. Without the acceleration and strengthening of digital human resources and digital infrastructure supported by the government and other stakeholders, the digital divide has the potential to widen further, both in terms of access, literacy, digital skills, and the use of internet technology. Therefore, the IDSI measurement is a strategic step toward gaining a deep and comprehensive understanding of the current and future position and development of Indonesia’s digital society.
